All of the US-built Econolines from 1961 through 1967 were assembled in Lorain, Ohio. They all had an H as the fifth digit in the vehicle warranty number.
The Mercury Econoline pickup (not van) started production in 1961 in Oakville, Ontario, Canada. Assembly soon moved to the US for the remainder of the 1961 year with all of the Mercury Econolines being sold in Canada.
Assembly of Mercury Econolines (pickups and vans) moved back to Oakville in 1962 and continued through 1965.
In 1966 and 1967, US-assembled Ford Econolines were sold in Canada.
